City of Baltimore - Work Policy

Baltimore City has issued a "Return to Work" plan for employees in Baltimore City that will affect about 2,000 employees who in 2023 work from home more than three days a week. 

In order to deliver quality city services while ensuring the health and wellness of both our workforce and the residents we serve,  Baltimore City implemented a Telework policy that allowed many City employees  to work from home during the COVID-19 pandemic.

After more than three years, we will ask City employees to return to the office at least three days per week, effective January 2, 2024. The plan aims to find a balance between working from home and working in person to meet several objectives:

  • allow agencies to continue to use telework as a tool in talent recruitment and retention,
  • accommodate building space limitations, and
  • increase meaningful in-person work.

In furtherance of this mission, we will update the rules for working from home, create new guidelines, and allow exceptions for employees who need to work from home more than twice a week.

Additionally, we will assess job titles that  are ideal for remote work.

Finally, we want to make sure employees have the necessary technology to effectively do their jobs well and remain accessible to the residents and visitors we serve.
